Its a singlespeed with a freewheel, can’t see other end of rear hub if its a flip-flop or not, but looks like there is no thread for fixed cog (and a lockring for it to be fixed securely).

That bike is a single speed, it has a freewheel on the back wheel. A fixed gear means that it has a fixed cog and cannot coast(chain and crank will always be moving with back wheel forward or backward).
It can be a fixed gear if a cog is put on in place of freewheel but it’s much different to ride fixed than with a freewheel
