
Can’t show clearly in the video but there is minor play in the wheel (less than what it looks like in the video). Safe to ride? Skewer needs to be replaced?
QR skewer fully tightened but there is still a bit of play in the rear wheel

The entire bike is moving in the video. Can’t see any play. There’s zero need to hold the wheel off the ground to take the video.
Anyway, if you have play with the wheel installed that means you need to tighten the nuts of the hub itself.
Remove the wheel and wiggle the axle (not the quick release). Is there play? If so, you need to adjust the cones and locknuts – a very common issue.
Most likely need to tighten the ‘cup and cone’ bearings:

You can tighten the cup and cone bearing on your wheels but be careful if you tighten too much you can damage the bearing.
Also try cleaning the dropouts in the frame and wheel maybe there is dirt preventing the wheel to grip onto the dropout
