Yep, you got the wrong type pads. Those (Dia-Compe?) are for road bike calipers.
The pads you need will have a series of conical washers to allow for toe in, I don’t think you can get the exact original style anymore but the current “V-Brake” style will work.

Those can be “long” and hit the fork. Are they insert style or full pad?
If they are full pad you can cut a 1/4 or 3/8 off the inside so it clears the fork, I’ve done it. No biggie.
