Thankfully the piece of shit lock they’ve used will allow you to move it so it faces the other direction.
In fact there’s enough slack there you could park it away on the kickstand.

I’d rotate the bike 90° to the left so that it’s still locked to the stand but other people can use it too.
If I’m feeling generous or have the spare time, I’ll leave a note.

Yes this is an e-bike ass who is potentially so mindless or apathetic to the idea that they’re making it harder for others to lock up, there’s also a slight chance they’re not wanting to block the sidewalk given there doesn’t seem to be a whole lot of space if it’s perpendicular with the stand, and there are no other bikes (presumably at the moment they locked). And dude, there’s no real reason to leave a note unless ya just want to make yourself feel good. If ya see em do it again, maybe. Otherwise, just hope you catch them unlocking and toss em a stern/disappointed look like any good parent.

I hate racks like these, they are hard to lock your bike up to.

They might just not know. I think people who bike all the time don’t realize how much is not intuitive to most people. But also, it’s possible it could have blocked the sidewalk. Ask your city to install on street bike parking.
