The derailleur cage has a spring wrapped around its pivot point with an end that goes into a tiny hole on the derailleur body. The spring has popped out of the hole, so that the derailleur cage is no longer spring loaded. Take off the cage, resituate the spring, and you should be good.

Something in the main pivot is stuck. Where the lower cage rotates. The lower pully should spring towards the back of the bike

The rear mech tensioning arm is not working correctly. This should be sprung and will pivot back to tension the chain as shown here, but this is not happening:
You need to resolve this, but ultimately it’s a failure of the derailleur in some way. Perhaps jammed, perhaps broken spring, perhaps not assembled correctly, but the fault definitely lies here.
