That Vilano will be too large for you and is a super cheap bike that would take some upgrades to be rideable. Go with the Liv.
Both are too big for you at 5’6. You probably want to try a 52
Try a few bikes at a bike shop first to know what size is best and to learn about road bikes. You can learn and try without buying.
The Liv is a much better choice, if it’s down to just these two. But it does look to maybe be a size too large. BTW, Liv is Giant’s women’s line.
