  1. I think you might have the bag/sides reversed. The reflective tape should face the rear. Then the angled bottom of the bag will give you more heal clearance. Good luck, nice setup!

  2. On many panniers, you can adjust the contact points. You may be able to slide the frame hooks forward a few inches, effectively moving the bag backwards. That’s often enough to fix the problem. Not sure about your brand though.

Ok if you can’t fasten the pannier further back on the rack (some panniers have provision for this) and you’ve got the right pannier on the proper side (some have a concavity in their profile to accommodate the pedalling arc) then I’d take it right back to the bike shop and let them have a look.

    Remounting the same rack, a different pannier, or a different rack. There a few solutions available and good bike shop should facilitate them gratis or at a discount, followup service typically being part of the purchase of a new bike at the local shop.
