I was able to snag an old bike off my cousin, but am a complete newbie and can’t figure out how to pump this tire
I looked online and found maybe this valve doesn’t have a pin? Also don’t know whether the valve is supposed to go up and down like that. Not sure what the next step would be
any help is appreciated!

That’s not a schrader valve, it’s either a presta valve missing the valve core, or it’s a presta valve extender. You either need to add a presta valve core, or just inflate with a presta pump (if it’s a valve extender).
Congrats on scoring the bike! Get yourself a floor pump that can take the pressure up to 100 lbs/sq inch. Most floor pumps have an adapter for Schroeder or presta valves.
Its mussing the core. It threads backwards sometimes when you replace cap you unscrew them. Also that little nut on the stem screws down to hold the valve stem in place so it does not move around.
Get new inner tubes!
