My first time cleaning and greasing bearings, after reassembly it’s smoother but not perfect, is this pitting on the cone OK/safe? Should I replace or keep riding?
It’s safe, but it’s probably never going to be perfectly smooth until you replace the cones.

There is no danger, but the cones are done and need replacing.

I would order a new set of bearings and cones (check the cups but, I have found that they’re okay) and replace it when they come in.

It’s not dangerous, it will just wear faster and you’ll have to pedal harder.
If you want a pristine machine that runs like a swiss watch then you should replace them.
If you just want a beater bike that you cycle 15 minutes to work and leave outside in all weather just stick some new grease and ball bearings in and call it good.
