That’s the headset. If it fails you’re still OK but it likely means your headset was loose to cause that. Your bike REALLY neeeds some attention, it looks completely neglected.

That headset is stuffed, it’s not going to be fun if breaks while riding. Get it replaced external headsets can be pretty cheap but you need a special tool to remove and install them.

No not safe. It can fail and cause a wreck. Especially if you are at speed when it fails.
