Hard to say from the picture. Rims of that era could be Araya. They were put on a lot of bikes across the tiers. Tires, hard to say without any branding. Maybe just some cheap Amazon gravel rubber just to have something on there?

Wheelset looks like the common set up found on old mountain bikes of that era. As for the tires I’m pretty sure they’re the Cult Vans tires. They come in a bunch of sizes and colors and have a unique “waffle” tread that Vans skate shoes are known for.
