Hopefully its steel, if its aluminum even on the chance that youre able to weld it (by itself its a whole ordeal) cracks could apear after or already there and unnoticeable from the naked eye. If its steel then welding and finishing would bring it back.

if steel no if aluminium yes. steel can be welded, aluminium not reliably. if this is indeed steel, this is relatively minor job for someone with a welder.

Depends on the rider, riding style and frame. I would probably jump this off some curbs and see if it deforms. If not, I’d pretend it never happened, but maybe don’t jump the frame again. Definitely stick a band-aid over it for lolz.
The likely failure case here is that it buckles and the rear wheel rubs. I can live with that as an experiment.
