Is this a safe way to store a bike on the wall?
There is only very small amount of distance betwee tire and frame, if I buy tires that are less wide, will it also be lower (so be further away from frame)

Absolutely no problem with the pedal hooks, as long as the attachment to the wall is secure.
Specifically, if you’re thinking about the forces to the pedal, it’s only some part of the bike’s weight. The force you put on the pedals while riding are much greater.
1 – yes, it‘s perfectly safe to store a bike hanging from a pedal like that. When you ride and stand up to pedal, one pedal will take basically your full body weight. This bike weighs maybe 10 kg and it doesn’t even hang with its full weight from the pedal as it rests against the wall on the tires.
2 – yes, if you install a tire that is less wide it will increase clearance to the frame, as tires are roughly spherical in cross-section. And I agree, good idea to do this. PS some older frames have horizontal dropouts on the rear and you can just move the wheel back in the dropout. On the pic we can‘t see your dropout, but I assume it will have vertical dropouts where this is not possible, based on how the frame looks. For the fork, this point is moot anyway. Just get narrower tires.
PPS: The frame looks interesting. Gazelle is a cool brand with a huge heritage and this looks like an early alu or even carbon frame? Interesting semi-lugged construction at the seat tube cluster. I‘m not that familiar with cycling teams from that era and don‘t know much about Bert Story Piels. I‘d guess it‘s a replica frame and not a real team frame, but still very interesting!
