If this were a motorcycle, I’d say it’s for safety wire. If it were higher up on the tube, I’d say it’s for venting during weld process. If there were three or four, it would be for a protector. But here, you got me.

Usually small holes on the bottoms of frames (rear drop outs on the frame, the bottom bracket, and near the front drop outs on the fork) are to let moisture/water out of the frame. It makes for a good spot to spray rust remover/rust-proofing in.
