I have an old bike for which I inherited, no idea if the original setup was any good, but when I replaced the rusted chain (matched link for link) I noticed this after I was finished. This derailur(photo 1), has this plate that is bent (seemingly by design). At most gear settings (photo 2) this bent piece is nowhere near the chain. However at the lowest (small gear to small gear) setting. The chain rubs on this bent piece. (Photo 3)
Is this evidence of a bent derailur plate, or bad derailur setting, or too long of chain? Or something else entirely?

Did you trim the chain? Chains come long. Looks like you need to remove 1 link
