They’re new and don’t work? I would say to take the bike to the shop that sold you the bike and have them inspect the bike. Or is this an old bike that you just installed new brakes on? If it is an initial fill, I would recommend pumping the fluid through in reverse to get the air out.

You need a full bleed kit.

Make sure the brake lever is adjusted the right distance (or slightly more) from the handle bar for bleeding.
