Found this Nakamura Summit Core bike on Facebook marketplace for 70€, I searched this bike and it’s supposed to be 26 inches wheels, but the wheels it self says 28′ x 1,75.
Can someone help me?

I do not see where you recognize a 28 there. I can’t really make out any of what that says with 100% clairty. Except maybe the ETRTO acronym.
The ETRTO for this rim does seem like it used to read 559 at some point in the past, wich is the most common 26″ rim size.
I can’t read the rim size from the picture either, but 26″ tires fit an ETRO 559mm bead seat rim, and 700c tires of various widths fit a 622mm bead seat rim. 700c tires can be labeled 27,28,or 29 inches, depending on width. The wider the tire, the larger the diameter too.
