New disc brake on new front 700c wheel rubbing against bolt of old brake caliper

Hi,
My quest to rebuild my bike is far more difficult than I envisaged.
I needed to put together a whole new front wheel.
I boutgh a new Raleigh 700c front wheel. A new disc brake and put the 2 together. After some fiddling managed to install it into the fork.

However now the disc does not sit correctly in the caliper that was there already. A bolt on the caliper is rubbing against the disc brake (not the pads of the caliper). As a result the wheel is not turning freely at all and I can already see scratch marks on the new disc brake.

Have I got my measurements all wrong?
