Looks similar the rack system that comes on the Cannondale Canvas E-Bikes.
Not quite the same, but mine is 5 years old, might be a revision.

I just see a fender with extra stays, I don’t think I’d feel comfortable putting any more than a pound or two per side on a “rack” like that
