Besides a bit dirty I don’t see anything wrong but hey, you can’t judge bearings from a picture.
The black sleeve is there for the purpose of keeping dirty away from the axle so dirt beeing on the outside just shows it’s doing at leasta part of the job!

roll the bearings with your fingers, if they feel smooth they are ok, if you they feel even al little bumpy, change.
