yes but remember not to inflate to the pressure rating on the tire. those old steel rims cant handle as much psi because the hook for the bead is a smoother shape or just straight up non existant. i usually tell people not to go past 60-70 psi. i also usually tell people not to bother spending money on bikes with steel rims

The <80> in the rim text is the manufacturing year.

Not shure. The diameter is correct, but 28mm width is a bit too narrow.
