Your fork doesn’t have any secondary means of retention so the manufacturer added a set of lawyer clips to your bike in order to prevent the wheel from falling off if the skewer is too loose.
They are currently installed incorrectly and should be in the fender braze ons. As long as your skewer is tight they are technically fine to be in that position in fact it will be easier to take your wheel on and off with them set up like that.

I would guess a mount for a front rack?
