I’ve not ever worked on these hubs before but I’m pretty sure you’ll need to tap the axle out, which may well force the bearing race out on one side anyway, then you tap the other bearing race out from inside the hub, down the axle hole.
Check to make sure there isn’t a locking ring before smashing away with a hammer though.

That appears to be a press fit axle inside the bearing and the bearing is press fit into the hub.
If I’m correct
That means that the bearing has what’s called an interference fit with the hub, and like wise the axle with the bearing. Which is what prevents it from migrating out
If you don’t know what you’re doing and you don’t have a press, a bearing puller (and a blowtorch) you could destroy the axle the bearings and the hub.
The key here would be to use a hydraulic press (or VERY carefully a hammer) to remove the axle (it’s gonna be tight so be warned) then use heat to loosen up the fit on the hub to get the bearings out
Since there’s no way to remove the bearings by pressing on the outer race, damaging them is practically unavoidable. In these instances the proper tool would be a blind hole slide hammer but using a thin punch from the opposite side carefully walking around the circumference of the bearing to avoid cocking the bearing would work.
