I know it's not unusual to hear an accent in London, he could be a tourist but it's no excuse. You should always check to rules of the road in the country you're visiting. It would be like us driving on the left in Europe and claiming we didn't know you're meant to drive on the right

As there is no such thing as Police anymore people just make up their own laws. Why doesn’t the mainstream news just do a story about the laws involving phones and cars. People who watch YouTube know the laws, people who watch mainstream TV just don’t have a clue about anything that’s going on in their own country. Except all this woke (divide and conquer) tactic and wars in foreign lands. It’s our country that’s going down the pan faster than a Bugatti Veyron.

Surprising how ignorant people are, claimed he wasn't aware that he shouldn't be using his phone in traffic.
I do think the Government should be putting out more of a public campaign to educate/remind public of mobile phone use whilst driving. Akin to drinking/drug driving, driving whilst tired. These are all potential killers on the road.
