This came delivered without a plug or any cover. From the position so far up I don’t think it’s there to get water out of the fork. Should this be covered?

My guess it’s for routing the power cable from a dynamo hub
I’ve never seen the top one but the bottom is from the manufacturing process – essentially it’s a vent hole to allow pressure to equalise when they remove the bladder that gets put inside.
It’s probably safe to assume the top is similar.
The vent holes at the bottom of the forks also allow any trapped water to flow out.
