Minimum insertion is typically 90mm. The minimum insertion isn’t important to the seatpost, it’s important for the frame. The seatpost needs to extend below the top tube junction.

3.7 inches is more than enough I’d say, I’d even argue too much!

It’ll be fine as long as you have 2 or 3 inches in the frame. Maybe a bit more if you’re really heavy or less if you’re really light.

Not a professional mechanic, but 1.) This certainly looks like enough with only 56% exposed, and 2.) Almost every seatpost on bikes I’ve owned have had a minimum insertion point line marked on it so you might be overlooking that (unless it’s worn off due to use).
