I would counter for $75 and see what happens. If they say $100 take it, but obv check for cracks/dents/wheels out of true/brake working/seatpost seized.
Judging by the condition of the chain rn I’d assume this bike was left outside a lot, and could have seized/rusted parts all throughout.
