I needed to replace my disc rotors and found these decathlon (tektro) ones , they are identical however as you can see in the description it says 11mm vs 8mm, what does that refer to?

Probably the bolt thread length. On some hubs (namely electric hub motors) there is a limitation to the length of the bolts than can be used without either bottoming-out or interfering with something.
