Some kickstands clamp on that area. If it then moves around due to not being a good fit / not clamped right, I’d imagine this as a potential result.
Someone previously had a kickstand mounted there, it was probably loose, moved a lot and wore down your chain stays. Shouldn’t be a problem, clean it up with some sandpaper and then paint to protect the surrounding paint from chipping further.
