It’s bad but I don’t think you can get into a crash just by riding on it. My guess is that the spokes will start popping. However if the outside looks like that then the bearings…

far too much corrosion to assume that its safe. Not from the colour which is common but from the sheer flakiness. I~ wonder if its an alloy, we dont see aluminium corrode like this often but more often on forks maybe with more magnesium?
Its a front wheel so unless jumping around they are under far less strain than back wheels.
