just about any wheel can be converted to any hub, you just have to rebuild the entire thing around the hub of your choice.

Hard to tell from just a picture. Do the end caps come off if you pull them? If so, there’s a decent chance you can get replacement QR end caps, if you can find out what hub that is. Salsa probably didn’t manufacture those hubs, they’re probably rebranded stans or novatec hubs, if you can find out what they are you can search for endcaps. I’d reach out to Salsa and see what they say.
