1/1 Track frame and forks both made by Jean Pierre Levacon around 1999. He made 10 of those prototype forks for road and tri bike, this is the only one he fitted on a track bike. Found this frame and a TT version on the French Craigslist a few years back.
He also had those weird carbon bars from the brand Bikestab laying around…
