Yes, that’s what it’s for (or a fender). Depending on the rack arm angle, there may be some interplay with that weld, but you can solve that by adding a washer/spacer to the mounting bolt between the rack and frame.

It would probably be okay, but the vertical rack leg will likely run on the seat stay weld. If you do this, don’t put heavy loads on it, that bolt hole looks a bit undersized for touring loads

Would be nice to see more than just one hole, if it has braze ons for the upper part of the rack then it was meant to take one. I just wouldn’t overload it.
