Whats the suggested way to deal with this kind of wheel corrosion at the point where the nipples meet the rims (it has the white flaky stuff? Remove everything and rebuild the wheel? Or is there an easier way around this?
It’s galvanic corrosion! Dissimilar metals. The nipples will be steel and the rim aluminium. Not a lot you can do once it starts. You could strip the wheel down, and put a medium between the wheel and the nipples. But the tension would probably wear through it after a while.
