I’ve gotten these parts in the mail just now which are 2 sm-rt10-s disc brakes but one seems fine and the other has some noticeable deep scratches is this normal for shipping and if I use them with brand new pads will they just work like normal or break anything or ?

I would prep them the same way I prep any used rotor for new pads, some 220 grit sandpaper along the surface in the direction of rotation, try to only get the braking surface where they will be visible, ive seen worse scratches on rotors coming out of my bulk rotor drawer.
Not cool because you ordered a new product not one looking like shit.
But it does not matter. This will be gone after a few days. The additional wear of your pads is not worth mentioning. As long as it is not bent (worth checking) – Happy braking!
That’ll buff out. Literally. The brake pads will. :>
Remember to remove the orange sticker
The pads will sand this scratches down…
