Those things go by several names, for example: *safety washers*, *hook washers*, *front wheel retaining clips*, etc. The hook part is supposed to fit into a slot in the fork, and the idea is that the wheel will be retained on the fork even if the axle nuts fall off.

They also function as a washer (if fitted on the outside of the fork), or as a spacer (if fitted on the inside of the fork). There really isn’t a good reason to remove them, unless the wheel is being used in a fork that lacks the slots for the hooks to fit into (in which case they can be replaced with regular axle washers).
