Dual pivot brakes on road bike. I’ve got the brakes all good except I can’t get the pad height right on one side. The upper part of the pad contacts the tire, and the pad height is already adjusted as far down as it can go. This is kicking my butt. Sorry for the low light pics, I don’t have a properly lit work area. I’m currently set up on my hitch rack.
I have already tried to reseat the wheel in the drop outs.

You need longer reach brakes or you could try a kludge fix and carefully round file the slot down a little.
Do you maybe need calipers with a longer reach?
They seem to come in short, mid, and long varieties.

Are those the stock wheels? Looks like you’ve got a 700c rim in a 27″ frame. The rim diameters are 8mm different between the two standards.
Others have covered new calipers. One thing you could also do is look into offset brake pad holders such as BDOP ones eg https://bdopcycling.com/product/bdop-offset-brake-pad-holders-pair-black/

Is this original wheelset, just new pads? Check to make sure you have wheels correctly set in dropouts. That looks like a newer carbon fork so highly unlikely it was built for 27″ wheels like some speculating. But have to admit that is what it looks like!
Just an observation. Those brake calipers look like they’ve been bouncing around a parts box for a while. Looking at the wear track on those rims, this is not the brakes that made that wear. Owner swapped out the brakes before the sale.
If you Google “Trek 1000SL brake reach” you will find that you are not alone.
I believe you are looking for a set of mid-reach calipers for this frame and 700c wheels.
