Put the letter back in the envelope. Tape it up and put a blank white sticker over the address window. Write on the sticker "RETURN TO SENDER – NO CONTRACT" and then stick it in the mail next time you go out.
The letter is an 'offer to contract' and is not lawful. They cannot enforce it if you don't agree to their conditions in the letter. I note also, that they addressed you as Dear Sir/Madam so they haven't a clue who they are dealing with, they are phishing. Just send their junk mail back to them. It works, I have done this personally (with alleged parking fines and such)

This is part one that has been removed 3 times due to Jordan Bruce putting in privacy complaints because he cant handle the truth. Hey A.L. , the Conditional Offer sheet alleges that you were using a bicycle on Phillips Road, Blackburn at 03.18 on 11/08/2023 …… I think you have reasonable evidence to dispute that allegation as your stop and search receipt of the same date states that the search did not end until 03.22. I doubt they were searching you whilst you were riding your bike. Some perjury going on somewhere !
