Noticed some white residue around my brake rotors when I went cycling today. The rotors also have some rust especially on the thin top portion. Is this something I should be worried about? The bike is rather loud during braking but in terms of performance they seem to be working properly.

That white stuff is probably from the assembly paste. The rust is superficial you could probably wipe it off with a cloth. Did you bike on salted winter streets?
Those are probably steel screws with zinc plating which are reacting against the stainless rotor. Nothing unusual. It’ll clean up with some Scotchbrite if you really care. Don’t try to clean the screws though as removing the zinc will make them rust very quickly.
Is the arrow on the disk indicating the intended direction of rotation, so is it on backwards?

An oily rag rubbed over the rotors will clean off the residue and will provide a barrier stopping any future rust .

Have you been riding on salted roads? I had similar residue on my rotors when I rode a lot in the winter 2 years ago.
Also the quick release lever should be pointing upwards parallel to the fork.
Galvanic corrosion? Happens on mismatched metals
