It it just paint? I’d try punching a hole with a pick and running a bolt through (possibly on the backside) to chase the threads.

If there are threads then i wouldn’t be drilling it out

The correct tool is an M5 tap. This will clean out paint in the threads without damaging anything.

I had a fork with paint covering holes like that, it was easy to punch through with Philips screwdriver.

Chamfer bit on a hand tap handle. Ideally chase the threads with an m5 tap.
Or punch it with something like a small Phillips and chase with a steel bolt since you you probably don’t have those tools. That very well may push out a paint chip (hence the chamfer bit on a tap handle to cleanly cut the paint) but in all likely hood should be a tiny paint chip and won’t see or notice it*
*now that I’ve said this surely a fist sized paint chip will launch off simultaneously blinding OP in both eyes as it breaks into two pieces mid flight like a friend squeezing lime juice onto a taco on the other side of the restaurant

Or drill it out and replace with M5 rivet nut. Do not drill until you have the M5 rivet nut and tool to install rivet nut (harbor freight has them but not a clue about M5 rivet nut)
