No worries. Someone before you paid retail price, rode it, and a year later spent the same amount as you just did. It comes with the territory.
I have spent at least $500 on a free bike that I got from a friend of mine – mint condition, but it needed tires and better gearing for me.

$140 for the bike is very reasonable, and if the $112 includes the labor of them installing the tire and new brake pads (which presumably ALSO includes them adjusting the brakes) you did quite well actually, in my opinion. Consider that that bike complete, with a used tire and pads would likely have sold for over $252. I’d expect around $300, possibly a bit more or less depending on local market. It’s not a super high-end bike or anything, but it will do a casual/beginner rider more than fine.

Decent value for $250 bike and new tires total and when you took it to the LBS they would have probably pointed out any major issues if it had any.
It may be hard to find anything better for the price unless you were willing to search for months looking for a lucky deal.

that’s how much you would have paid if it was in good condition. so yeah!
