

Context: I moved my spacer back up as I lost my flexibility. During the process, the fork got loose. When I tightened everything up, the dust cap is now moving, along with the other spacers. Any advice on how to fix this? Or is it okay to just leave it be

No, this is not okay. The stem, spacer stack and top cap should be under tension to apply a preload force to your headset(bearings).
Please wat a tutorial how to do this (or better, the manual of your bike) to resolve your issue. If unsure, ask professional help, a headset is not a place to mess around.

Edit 2 you have a lot of spacers between stem and frame. Please consult frame manual to check if this is okay. For example my Time frame is limited to max 30mm of spacers under the stem.
