I would say yes. I don’t know if you can repair a sidewall.
Yes. General rule of thumb is if you can see through the hole, it’s time to replace it. Especially on the sidewall like that.
Sidewalls can’t be patched, and they are the weakest part of the tire. Time to replace it

Is there a whitish ring around the tire like that on both sides? Looks like something was rubbing it until it wore through.
