This wheel spins true, and is perfectly centered between the chain stays. However, you can see it is far right from the centreline once you get to the back of the bike.

Looks like the rack, from this perspective.
yep, it could be misaligned rack
Looks like either: a) the rack is crooked or b) the axle isn’t pushed all the way into the drive side dropout.
The wheel isn’t in all the way. You need to lift it a bit more on the drive side.
I would say misaligned axle. Either not in the dropouts fully or one of the qr springs is on backwards.
