Lower the rebound it should go away but that sound is common and normal(usually)

If it is an open bath system, Fox will tell you it is normal and that oil is passing through and it might make some ‘squelching’ sound. They will also tell you it will go away etc.
I am of personal opinion that it shouldn’t. What you might want to do is lodge this issue to Fox. You might self troubleshoot by doing a cycle resetting etc with Fox.

cheap fork. they all kind of do this but it’s possible that the manufacturer forgot the oil or some other part when they slapped it together.

Mine made a similar “squelching” noise. I turned the “hare/tortoise” gauge a couple clicks towards hare and the sound went away.
