  1. That would be called a quill stem. Shouldn’t be difficult to find a good one. I recommend Nitto.

    The top part looks fine, you may be able to find just the wedge nut to replace if you want to keep the stem looking original and save some beans. No guarantee it would fit so you could order whole new quill stem to be sure. Make sure the bar clamp diameter is the same as yours

  3. Based on your description ’rusted and broken’ I too think you may be describing the wedge, they are usually steel. But you also need the long bolt that tightens it. A bike shop that has a used parts dept may have one, but a new Nitto Technomic (complete stem) would be perfect for this bike and they are easy to find online, or a local shop may be able to order one for you. Not too expensive either. Verify handlebar diameter at the spot where it clamps to the stem.

    You can replace the wedge only, if you don’t like steel they are available in aluminium as well.
