I can’t tell what the picture is but that is absolutely not normal and I would definitely be concerned. Do not ride until you get that professionally looked at. I wouldn’t want to impale myself.
Edit: looks like there is electrical tape wrapped around something but below that there is an odd line. Possibly a crack in the carbon.
