A good way to find people that does custom paint jobs or restorations locally to you is to utilize instagram and tags. For example use the tags #Houston #Fixedgear #Paint #Custom #Restoration

See tbh, I know it has a couple of very small dings but being honest I think they add character to it and if you want the white and black contrast to pop as much as possible the first thing I would think of is stripping the whole thing down and using some good polish like T-cut or something. Something that claims to remove scratches. You’d be surprised what a thorough polishing can do.
I love it chipped rather than fresh, don’t waste your money just ride the beast!
Pristine bikes are unhappy bikes. Bikes are meant for riding, paint is meant for scratching.

OP I got a Keirin frame that had a few scratches that were more visible IRL than in the pictures. Initially I was a bit miffed but as I’ve used it, it’s taken a couple more scratches (just a couple, I really do baby her) and I’ve come to see the damage – old and new – as part of a story of the bike’s history, first on the racetrack and now in the city. That paint job is pretty complicated, and while you could probably get it touched up somewhere I would just ride it!
Take some automotive paint refinisher and work with that. Test on small area first etc. Most of the automotive stuff leaves glossy finish so keep that in mind.
Fix the angle of your handlebars while you’re at it
