I would think that’s a good one for the price. It’s pretty rare to find Ultegra ok bike priced that low. If it fits you, I’d say go for it. However you could also consider the Decathlon Triban rc120 or rc100, that wouldn’t be as good components but you’d get a warranty and the shop employees would get you fitted and set up properly.
