From the picture I don’t see what’s wrong
Dropouts on bikes from that era are pretty much always fucked.
Pick the bolt up off the ground on the right side and add it to the right side inside the dropout.
Rear stays are twisted, or not welded in straight, the dropouts actually look alright
Maybe its that extra shiny bolt you have on the drive side.
Are you missing the cone nut on the non-drive side?
Those dropouts look like paper hahaha
